Duties

Drafts and issues interpretations of the Command's budgetary guidance, supplemental guidance, and instructions to major subordinate unit Budget Officers and the headquarters staff. Monitors, reviews, analyzes, and revises briefing information / slides prepared by major subordinate units budget officers and their staff. Prepares a variety of reports covering the status of funds, expenses, and obligations for each program of the subordinate units and the headquarters staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a SECRET security clearance.
  • TDY 10% of the time.
  • This is a FINANCIAL MANAGEMENT Level 2 Certified position.
  • Financial Disclosure (OGE 450) required.
  • A one year probation period may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). One year of specialized experience which includes 1) Applying knowledge of budgetary policies and procedures sufficient to justify and execute operating budget; 2) Analyzing amounts of narrative and statistical material to make recommendations for action concerning budget estimates, obligations, allotments; and 3) Formulating budget estimates and justification statements; and 4) Utilizing systems to complete assignment related to budgeting (i.e., General Fund Enterprise Budget Systems (GFEBS); Global Command and Control System Army (GCCS-A), Resource Management Tool ( RMT), Operation Data Store (ODS), Defense Travel System (DTS), and Wide Area Work Flow (WAWF). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification, and PresentationConcepts, Policies, and Principles of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
