Duties
As a INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) you will be responsible for the following duties:
This position is located in the DOD, DCSA, Field Operations directorate, under the technical direction of an ISSP Team Leader and the Regional Mission Director, Authorizing Official (RMD-AO). This position is part of a career ladder intended to provide incumbents opportunities to further develop basic information systems (IS) analytical skills, and develop technical skill in selection and application of policies, processes, methodologies and tools characteristic of DCSA cyber threat prevention initiatives.
The primary purpose of this position is to perform planning and technical analyses to assist experienced ISSP team members in supporting DCSA's oversight responsibilities for safeguarding classified information on contractors' IS and ensuring DOD security policy is appropriately being implemented. Consistent with the incumbent's trainee status, most assignments involve application of standard analytical concepts and method methods issues of a procedural or factual nature. However, each assignment requires selection and application of various analytical and evaluative techniques to provide accurate and relevant analytical findings, documented in forms that permit tracing of the logic used to derive them. Assignments require the ability to work closely and collaboratively, not only with ISSP team members, but also with technical and functional subject matter experts throughout industry and DCSA to obtain and validate information about governing policies, operations, work processes and organization structures/roles and responsibilities.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-07) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Utilizing a wide range of Cybersecurity and advanced Information Technology concepts, principles, and practices to apply to difficult and complex work assignments;
Performing and observing technical assessments, inspections and reviews of information systems;
Documenting and communicating security plan vulnerabilities;
Performing risk management activities including analysis and preparing recommendations to enable risk-based decision making.
Specifically you will be evaluated on the following competencies:
Customer Support - Apply customer support principles
Cybersecurity - Protect and defend information and information systems in order to ensure confidentiality, integrity, and availability. (AKA Information Assurance)
Information Technology Test and Evaluation - Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.
Strategic Communication - Written and Oral Communication. Design principles and technologies.
Education
For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Superior Academic Achievement does not apply to DCIPS positions.
If substituting education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
