This vacancy is for a Budget Analyst in the Bureau of Industry and Security within the Office of the Chief Financial Officer and Director of Administration (CFO/DOA), Department of Commerce, located in Washington, D.C.
Duties
As a Budget Analyst, you will perform the following duties:
Understanding of budget process, policies, procedures and regulations to assure that budget
estimates, projections and submissions conform to requirements, guidelines and financial objectives.
Analyzing and evaluating the effects of continuing changes in program plans and funding.
Writing in a clear, concise, organized, and convincing manner for the intended audience. Listens effectively; clarifies information as needed.
Preparing detailed budget estimates, justifications, and budget execution plans.
Working with the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
Duties are written at the full performance level.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Preparing budget estimates, tracking obligations;
Communicating verbally and in writing with customers;
Preparing budget reports for management and making comparisons to the operating budget;
Advising management on budgetary recommendations, and ensuring organizations follow budgetary practices.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Performing budget analysis;
developing and providing advice on policies, directives, procedures, and regulations;
Assisting in setting and implementing program goals, to determine how they impact and interact with other programs and budgets of the organization;
Providing briefings and advising management on budgetary recommendations.
