This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as Program and Management Analyst with responsibility for managing ICB-oriented resources of the International Security Cooperation Programs (ISCP) Account.
Duties
As a PROGRAM AND MANAGEMENT ANALYST at the GS-0343-13 some of your typical work assignments may include:
Serves as Program and Management Analyst with responsibility for managing ICB-oriented resources of the International Security Cooperation Programs (ISCP) Account.
Performs extensive quantitative, budgetary and program analyses to meet the objectives and requirements of the President's Budget Submission.
Plans and organizes a comprehensive system for integrating and coordinating the operation of staff financial services; control of financial resources; and timely, reliable, and meaningful reporting, analysis, and interpretation of financial and management data for program planning and execution purposes.
Conducts costs benefit analysis and economic analysis, and independent government estimates for new and ongoing projects.
Continuously reviews programs to determine whether they are meeting strategic goals/objectives.
Analyzes management information requirements to develop program or administrative reporting systems including the system specifications, data gathering and analytical techniques, and systems methodology.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Participating in comprehensive program and budget management tasks involving international security cooperation
Collecting and analyzing substantial financial information for various security cooperation programs and activities
Providing solutions to funding problems; conducting cost benefit analysis and economic analysis
Managing and executing budgets that requires the use of advanced analytical tools/techniques; OR
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
