You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Program Executive Office (PEO) Combatants Office, DDG 51 Program Office of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will serve as the BFM for a Major Defense Acquisition Program (MDAP) with program budgets.
You will provide subject matter expertise in the Ship Conversion, Navy (SCN) and Research, Development, Test and Evaluation, Navy (RDTE,N) appropriations.
You will develop, defend, and execute program budgets throughout the Programming, Planning, Budgeting and Execution (PPBE) process in accordance with fiscal guidance, Navy policies and priorities and program acquisition strategies.
You will manage financial execution of appropriated funds across the assigned programs, including interaction with field activities, PARMs and other executing activities.
You will utilize automated financial systems to analyze financial data, including obligations and expenditures to ensure efficient and effective execution of program budgets, identify trends, and resolve financial management problems.
You will develop financial data for program briefings to Navy, DoD and Congressional stakeholders, for monthly and annual acquisition reports (DAES and SAR) and to respond to Congressional inquiries or audits on assigned programs.
You will provide supervisory interface, operational guidance and administrative direction to a staff of personnel including all subordinate activities and systems and ensures that day-to-day operations are carried out expeditiously and effectively.
You will direct, schedule, assign, evaluate, advise on, and review work of Budget Analysts, Program Analysts, and Financial Managers and support personnel exercising expert knowledge in all subordinate specialties and
functions.
You will be responsible for aggressively implementing the Commands vision, guiding principles, mission
and strategic goals.
You will foster continued process improvement throughout the organization through continued training and top-down emphasis of Total Quality and Total Ownership Cost concepts.
You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs and audits.
You will prepare or review responses to external audits (e.g. FMB, GAO, etc.) which involve financial policy and procedure.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading financial management analysis utilizing planning, programming, budgeting and execution (PPBE) system (e.g. creating financial management plans, financial execution reviews, budget planning) to ensure the timely and accurate execution of program funds for an organization.
