The primary purpose of this position is to assist the Chief Diversity and Inclusion Officer (CDIO) for the Air Combat Command (ACC) and serve as an advocate for Diversity, Equity, Inclusion, and Accessibility (DEIA) in planning and implementing DEIA training, initiatives, policies, and programs at ACC.
Duties
Promotes the implementation of the ACC DEIA strategic plan.
Assists with and leads DEIA communication and educational and training courses and workshops.
Researches and analyzes institutional data, metrics, and research studies, and benchmarks best practices.
Represents the ACC CDIO at ACC, functional, national, and regional events.
Researches, develops, and manages new ACC DEIA projects and initiatives and assists with Project Quesada.

- PCS expenses are not authorized. Travel and Relocation expenses will not be paid.
- This position is subject to provisions of the DoD Priority Placement Program
- May be required to perform other duties in support of the ACC staff during times of conflict or staffing shortages.
- May be required to perform duties in support of DEIA events, including escort duties of senior leadership and other duties as required.
- Overtime may be required.
- Requires short and extended periods of TDY within and outside of the continental United States.
- Requires travel by any or all modes of military and/or commercial transportation.

- This is a TERM position, not to exceed (NTE) 3 years. Severance Pay is Not Authorized - A break in service of more than 3 calendar days is required for permanent federal internal and transfer employees.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include providing authoritative guidance, advice and assistance on matters concerning diversity, equity, inclusion and accessibility (DEIA) related subjects; developing effective strategies to achieve DEIA objectives in attraction and recruitment (as appropriate) or in processes related to the development, advancement, and/or retention of personnel; and creating DEIA training, presentations, workshops and/or seminars.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and understanding of cultural, social, psychological, and political dynamics, how they shape our enterprise-wide conversation on DEIA, the influence on the workforce and development of training, projects, and initiatives in providing expert technical advice to higher level management within the MAJCOM and HAF.
Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices related to DEIA in developing DEIA strategy and tactics and knowledge of talent management and organizational development to apply to evaluating policies, procedures, and practices and make recommendations for improvements in DEIA strategy and tactics.
Knowledge of strategic planning steps, change management tools, and implementation processes, including linking objectives, goals, and initiatives to strategies to recommend actions and initiatives to enhance ACC's DEIA program.
Knowledge of basic research design methods and processes, including qualitative and quantitative methods to conduct assigned research projects and analyze data.
Skill in facilitating group dynamics and navigating difficult conversations in training and focus group settings and skill in fostering collaborative relationships both within and outside the organization through clear communication of complex material both orally and in writing.
Ability to develop a wide range of qualitative and quantitative methods for assessing and improving DEIA programs and policies and to synthesize information that may be of an ambiguous and/or complex nature and manage multiple projects simultaneously.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
