The primary purpose of this position is: to serve as the primary Resource Management Specialist for an assigned customer portfolio, performing civilian personnel and manpower management duties. Incumbent initiates personnel and manpower management requests, administers related programs, and supports research initiatives.

Duties

Initiates civilian requests for personnel action and manpower management. Serve as focal point of contact for personnel and manpower activities for assigned customer portfolio. Provide significant administrative management of an AFAA human resource program. Supports miscellaneous Mission Support functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) planning, organizing, and developing studies or projects and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial Air Force resources and require extensive changes in established concepts and procedures; (2) knowledge of program management strategies and concepts related to Air Force military structure and missions; (3) knowledge of DOD and civilian policies, procedures, Air Force realignment strategies, congressional review procedures and program tracking processes for program management oversight; (4) advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher level graduate education beyond the first two years is creditable for specialized experience. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Office of Personnel Management, Department of Defense, and Air Force civilian personnel principles, regulations, laws, rules, provisions, instructions, manuals, guidance, policies, procedures, and manpower management concepts, processes, rules and regulation. Knowledge of organizational theory, quantitative, qualitative and/or trend analysis, resource management principles, and civilian personnel program management or administration. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of complex issues and problems. Skill in using a variety of software programs, e.g. Defense Civilian Personnel Data System (DCPDS). Defense Civilian Payroll Systems (DCPS)and Business Objects (BOXI). Ability to routinely gather, store, transmit, and protect sensitive personal and personnel data in accordance with all applicable information security protocols. Ability to communicate effectively, both orally and in writing to management officials and directorates. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
