About the Position:
This is an entry-level developmental position, Budget Analyst, GS 0560-07 with progression to the intermediate performance target grade of the GS-0560-09. The incumbent may be non-competitively promoted to the next developmental level pending time-in-grade requirements and demonstrated ability to perform at the next level grade duties.

Duties
The incumbent is responsible for advising the leadership of assigned departments on funding requirements and expenditures and performing detail budget administration functions.
Independently perform tasks involving budget execution by analyzing resource data from various financial management reports.
Interpret directives, regulations, policies, provide guidance and assistance to managers regarding input and reconciliation of budget and accounting data.
Use the General Fund Enterprises Business System (GFEBS) to analyze and compare selected objected class and line item obligations and expenditures relative to funding activities.
Develop methods for automating administrative reports, considering the interrelationship of reports and multiple uses of the data, e.g., portions of the data used for monthly reports on funds and obligations, training, travel, etc.
Organize budget data according to appropriation account, object class, and line-item code.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Level I is required for GS-07 grade level AND Financial Management Level II is required for GS-09 grade level 24 months from the time of appointment level for each grade level.

Specialized Experience GS-07: One year of specialized experience which includes providing recommendations in budget development; utilizing automated systems to update budgetary and financial information; assisting with budget policy interpretation; assisting in the review of budget requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Administration or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Specialized Experience GS-09: One year of specialized experience which includes includes utilizing federal budget and finance principles, practices, and methods of budget execution in order to determine obligations and expenditures; developing cost analysis, estimates and impact statements; certifying fund availability for proposed obligations; and providing technical budgetary advice to managers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Administration or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
