About the Position: This position is located at the Maneuver Center of Excellence (MCOE), Western Hemisphere Institute for Security Cooperation (WHINSEC) Ft. Moore, Georgia 31905. The "Maneuver Center of Excellence" is located 100 miles south of Atlanta and is adjacent to Columbus, Georgia and Phenix City, Alabama.

Duties

Daily, analyze and monitor Status of Funds (SOF). Independently resolve obligations issues involving Security Assistance Reimbursable funding and Army OMA funding. Review and Certify Government Purchase Request (GPCs), SPS PRs, and Defense Travel authorizations. Utilize General Fund Enterprise Business System (GFEBS) to create Work Breakdown Structure (WBS) and Sales orders (SO). Applies fiscal law when certifying Purchase Request when submitted by requestor, ensure compliance with regulatory guidance, required rules and audit readiness. Conduct Quarterly Dormant Account Review (DAR-Q), conduct research to validate obligation(s) for contracts, travel, supplies, etc., validate obligation, identify funds to be de-obligated, if needed, and annotate valid remarks for adjustment(s). Initiate reimbursement contributed to international students cost to IMCOM, AMC, MCoE, etc.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.

Specialized Experience GS-11: One year of specialized experience which includes monitoring all organizational programs; Resolve discrepancies with various commands; Conduct in-depth research and/or analysis of budget execution trends. Monitoring budget execution to ensure funds are properly allocated. Executing transactions through an automated budget system such as General Fund Enterprise Business System (GFEBS). Reviewing purchase request against available funds, identifying short falls and recommend redistribution of a program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionFinancial SystemsFundamentals & Operations of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
