This position is located in the Office of the Assistant Secretary for Health (OASH). OASH coordinates public health and science activities across HHS components. Its mission is to protect and promote the public health of the nation through policies and programs that apply science­ based approaches that enable people to live healthier lives.

Duties

Provides leadership in the elaboration and application of bioethical principles to the protection of human subjects of biomedical and behavioral research; implementation of policies and procedures governing the participation of humans as subjects in biomedical and behavioral research; Implementing and coordinating the Department's responsibilities under applicable statutes and regulations for the oversight of Institutional Review Board (IRBs) for the protection of human subjects of biomedical and behavioral research.

  • Must complete a 1 year probationary period, if not previously completed.
  • Position requires the completion of a public financial disclosure report.
  • Suitable for Federal employment, determined by a background investigation.

Qualifications

Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Fundamental Competencies: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. Business Acumen: The ability to manage human, financial, and information resources strategically. 5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume. Professional/Technical Qualifications (PTQs): Demonstrated experience in providing leadership in managing a human research protection program in the government and/or private sector, including academic and other scientific communities, for the purposes of promoting the protection of the rights, welfare, and well-being of subjects involved in research. Demonstrated experience on the full range of issues, concerns, and current biomedical social-behavioral research in order to provide leadership for regulatory, educational, and advisory activities involving the protection of the rights, welfare, and well-being of subjects involved in research conducted or supported by HHS It is STRONGLY recommended that you visit the following Office of Personnel Management (OPM) webpage for more information regarding the Fundamental Competencies and ECQs. https://www.opm.gov/policy-data-oversight/senior-executive-service/executive-core-qualifications/#url=Overview IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Education

There is a minimum education requirement for 0601 series.

Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
