The VA Northeast Ohio Healthcare System is recruiting for an Management and Program Analyst. The Management and Program Analyst will function in Engineering Service.
Duties
Duties and responsibilities include, but are not limited to:
Conducting detailed analysis of complex functions and work processes of Engineering Service programs and making recommendations for improvement in the qualitative effectiveness and efficiency of program operations.
Advising management on methods and procedures, surveys, reports and control techniques used to develop new methods, implement new systems and control techniques used to develop new methods, implement new systems and manage processes for improvement to all Engineering operations including the integration of all engineering projects through interaction and coordination.
Analyzing and evaluating the effectiveness of program operations in meeting the established long-range medical center and VHA goals.
Providing written reports and interprets findings resulting from studies and surveys, such as the Enhanced Biomedical Engineering Resources Survey, to identify improvements in process and quality of operations.
Performing all acquisitions, budgeting and financial management activities for Engineering Service.
Providing budget management for major, unstable program or programs with high visibility or impact, while exercising responsibility for providing a variety of trend and statistical analysis of budgetary data, formulation of budget projections, and comprehensive summaries/presentations used by management to support the budget requests/needs before senior level management.
Working directly with medical center services affected by the programming of Engineering Service funds designated for supporting the sustainment of Engineering Service functions.
Managing and performing routine audits of all fund control point activities to identify incomplete, open or aged purchase and purchase card orders, while providing administrative remedial actions as necessary to resolve and close orders in compliance with internal operating procedures.
Serving as the procurement specialist and liaison between central contracting, medical center services, and vendor by developing acquisition strategies for directing and managing all procurements.
Entering funding documents, statements of work, and quality assurance surveillance plans, determining and justifying appropriate costs through market research and cost analysis, soliciting for bids, providing authoritative written clarification and answers to the contracting officer (CO) concerning the contents and results of bid solicitations.
Sending requests for quotes, completing sole source justifications, completing information security documentation, ensuring vendors have proper authorizations, monitoring and reporting vendor performance, accepting contractual deliverables to the CO and processing payments in accordance with established procedures.
Monitoring canceled funds, performing reconciliation, conducting contract closeouts, maintaining database integrity, determining eligibility, and verifying evidence of contractor progress for approval of contract financing, and solving problems relating to assigned contracts.
Performing final closeout of assigned contracts.
Developing competitive source selection plans to select contractors who have demonstrated a record of successful past performance or who demonstrate a current superior ability to perform.
Evaluating offers received in response to solicitations, utilizing expertise available in areas such as engineering, auditing, pricing, computer technology, and project scheduling.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing work processes, evaluating overall program operations, oversight of administrative and human resources requirements, assisting with procurement and contracting, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis, maintaining computerized databases or information tracking systems, collecting, compiling and organizing information, and using computer systems or applications to access, create, edit or retrieve data.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a degree or L.L.M. if related to the work of this position. This education must have been from an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent one full year of study. (Transcripts must be submitted)
OR
Combination: A combination of experience and education as described above to qualify at the GS-11 level. This can be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicant for positions at the GS-11.
