The incumbent functions as the Administrative Officer for Diagnostic Service to the Associate Chief of Staff (ACOS) Diagnostic Service and is responsible for the administrative management and activities of the Diagnostic Service.

Duties

Major duties include, but are not limited to: Administrative Officer (60%) Assists the ACOS Diagnostic Service, Laboratory Section Chief, and Imaging Section Chief within Diagnostic Service, with the management and functioning of the Diagnostic Service, and the affiliated programs including managing human resources, management of facilities and space, determining workload and budget. Develops, evaluates, and modifies systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Participates in short- and long-range planning for the Diagnostic Service. Assists the ACOS Diagnostic Service, Laboratory Section Chief, and Imaging Section Chief in developing and monitoring performance measures, quality improvement, and contracting and ordering activities. Serves as Timekeeper for Diagnostic Service. These duties include maintaining the daily time and attendance records, as well as completing electronic payroll system requirements. Assists the ACOS Diagnostic Service, Laboratory Section Chief, and Imaging Section Chief to ensure that the Diagnostic Service follow laws and procedures involving Veteran eligibility/entitlement for medical care. Duties include coordination of diagnostic service staff, setting policy and procedures to keep pace with the changing requirements, and responding to any complaint and correspondence regarding these services. This position serves as the liaison between clinical and professional staff on all administrative issues. Collects and analyzes all data with regard to access, performance standards and measures, clinical productivity, Decision Support System data, etc. Draws independent conclusions after thorough interpretation of the data. Brings areas of concern to the ACOS Diagnostic Service, Laboratory Section Chief, and Imaging Section Chief, and top management, and suggests and implements solutions to solve problems creating access or other issues in Diagnostic Service. Takes a leadership role in maintaining all current documents necessary to meet requirements of external reviews for the VA and the residency program, such as The Joint Commission, Office of Inspector General (OIG), and all other oversight bodies. Assures information is current, accurate, and in compliance with regulatory Directives and guidelines. Provides information and reports upon request of the ACOS Diagnostic Service, Laboratory Section Chief, and Imaging Section Chief. Composes various documents, to include standard operating procedures (SOPs), policies, reports, memoranda, letters, etc. Assures that policies, directives, and all mandatory information are current and properly maintained and disseminated to all appropriate staff. Provides information, interpretation, and recommendations to the ACOS Diagnostic Service, Laboratory Section Chief, and Imaging Section Chief regarding changes in policies and directives affecting the service and the Medical Center. Represents Diagnostic Service at various committees, task forces, workgroups, etc. Services as the Diagnostic Service liaison with support activities such as Human Resources, Facilities Management Service, etc. Assists with the direction of the personnel management program for the service. Oversees a full range of human resource requirements, including assisting with projecting staffing needs, developing and submitting personnel requests to the Position Management Committee, coordinating performance rating activities, changes in personnel utilization, and overseeing personnel actions. Reviews, analyzes, and interprets incoming requests from staff, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints, and work priorities. Contracting Officer's Representative (40%): The incumbent serves as the Contracting Officer's Representative (COR) (new and continuing) for Laboratory and Radiology. Initiates contracts and assists Diagnostic Service supervisors with initiating contracts. Acts as a liaison with Supply Chain Management (SCM) Service and Diagnostic Service with contracting process. Requests quotes from vendors. Prepares required forms for the contracting process; submits all documents required for new and existing contracts. Manages contracts and performs evaluations of contract performance. Work Schedule: Monday - Friday, 8am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework on an Ad-hoc basis. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes internal procedures regarding deadlines, progress reports and directives; prepares, edits and archives all official correspondence requiring signature or approval; provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies; advises supervisors/managers on budgetary and finance issues; provides expert advice on procurement issues; participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval; executes and monitors balances of fund control points; monitors performance, suspense actions and ensures issues are resolved; interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice, and prepares presentation materials related to financial, space, and equipment programs.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of 1 full year of graduate education is creditable toward meeting the specialized experience requirement. You will be rated on the following Competencies for this position: Communications Critical Thinking Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and most of the duties can be accomplished sitting comfortably while others require walking, standing, bending, and carrying light items such as papers and books.
