As a Management Analyst you will: assigned to the Director's Office at the VBA Regional Benefits Office in Cleveland, Ohio. The Management Analyst is responsible for coordinating and managing time sensitive assignments and projects as required by operational needs for all divisions. He or she will be expected to provide courteous and tactful responses through a variety of methods including email, phone, written and oral communications, and then briefing upper-level management on the status.
Duties
Major duties include:
Reviewing, analyzing, and evaluating reports and statistics to advise on trends, uncommon situations, and anticipated needs.
Collecting, compiling, and/or tracking of data and statistical information.
Reviewing documents, reports, and/or applications for omissions or inconsistencies, ensuring data is complete and accurate.
Providing oral reports of project status during management or team meetings.
Delegating tasks to proper division and ensuring they are completed timely and accurately.
Developing and composing complex correspondence or other written work for external, high-level officials.
Writing documents such as memos, letters, and reports using proper English grammar and professional language.
Developing, analyzing, and evaluating areas for improvement within the Regional Office; providing recommendations to improve efficiency and quality of operations.
Maintaining professional, positive, and helpful relationships with customers by exercising tact, diplomacy, and collaboration.
Independently performing tasks involving budget and performance management by compiling resource data from various management reports.
Attending, participating in, or coordinating official meetings, briefings, and site visits from external officials or representatives.
Tracking and maintaining adequate internal controls in accordance with established guidelines.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
For GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as monitoring projects and generating statistical reports and spreadsheets; researching, extracting, and compiling pertinent information to prepare in-depth reports, and assisting others to conduct complex studies to develop and/or improve efficiency of operations, organization or management procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of at least 6 months specialized experience and 1 full year of progressively higher level graduate education leading to a master's degree.
For GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as utilizing analytical and evaluative methods and techniques to recommend improvements to managerial and administrative operations, processes, or systems; and coordinating with internal or external stakeholders on projects and action items to resolve issues. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree.
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of at least 6 months specialized experience and 1 1/2 years of progressively higher level graduate education leading to a doctoral degree.
