NIST works with industry and science to advance innovation and improve quality of life. We're looking for an Other Transaction Agreement Specialist to join our team! Duties

Serves as the Other Transactions Authority (OTA) Agreement Specialist responsible for managing an award portfolio who provide OTA management support to NIST and other Department of Commerce Bureaus, including but not limited to programs funded by the CHIPS and Science Act of 2022. Reviews and prepares OTA agreements for high profile complex programs to ensure compliance with DOC and NIST policies and procedures. Evaluates budget justifications and financial arrangements, including cost analysis, review of accounting systems, adequacy of resources, and acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds. Performs post-award monitoring of OTAs like those noted above. Reviews requested changes and approves those that are consistent with DOC and NIST policies and procedures. Maintain relationships with both internal and external customers, partners, and stakeholders that affect the scope of programs or projects. Reviews proposed DOC and NIST policies, and determines the impact on OTA award management operation, and recommend responses.

Qualifications

To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-11 (ZA-II for NIST). Specialized experience is defined as experience performing and coordinating other transaction agreements, contracts, and/or grants financial assistance awards or other related instruments or similarly functioning team (i.e., serve as a COR, Program Manager, Management Analyst); identifying other transactions agreements, contracts, and/or grants financial assistance award problems, preparing documents and written materials; and providing guidance on policies, procedures, and guidelines. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
