Duties
Serves as the Supervisory Other Transaction Authority (OTA) Agreement Officer providing leadership and accountability to subordinate staff who provide OTA Agreements management support to NIST and other Department of Commerce Bureaus, including but not limited to programs funded by the CHIPS and Science Act of 2022.
Develops new approaches and specialized provisions for use in the development, planning and implementation of new OTA awards that are in support of implementing the CHIPS and Science Act and other Programs.
Executes Other Transaction Agreements on behalf of the Government.
Develops policies, guidelines, and standard operating procedures for internal staff.
Represents as the expert during negotiations which can be complex and have high priority and visibility within NIST.
Coach employees through development of performance plans, continuous feedback on performance, performance appraisals, and resolution of performance deficiencies.
Leads organizational development and workforce initiatives, supports resource allocations, and manages the day-to-day operations of the Team.

Qualifications
Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience providing leadership, guidance, and assistance to senior staff and employees regarding policies and management of contracts, and/or financial assistance (grants, cooperative agreements, and/or other transaction authority) awards; experience leading and coordinating projects and initiatives involving multiple stakeholders; and experience developing and conducting briefings for senior management officials.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
