You will serve as a Supervisory Human Resources Specialist (Recruitment & Placement) in the Naval Air Warfare Center, Aircraft Division, Human Capital Management Group, Department Head of Staffing and Classification of NAVAIRWARCENAC DIV.
Duties
You will plan work and prepare performance plans covering work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
You will identify developmental and training needs of employees, providing or arranging for needed development and training.
You will develop new and innovative programs and services to address the diverse and changing human capital needs of the serviced population, to include determining whether the need for a new service or program exists or in need of modification.
You will apply knowledge of the procedures, regulations, and legal requirements of the Office of Personnel Management, DoD, DoN, NAVAIR and NAWCAD guidelines pertaining to staffing and classification programs.
You will develop and interpret qualitative and quantitative metrics for decision making and to continually assess the health of all Staffing and Classification Department programs.
You will establish and maintain effective relationships with and gain confidence and cooperation of managers and supervisors on highly complex, sensitive issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09-12 grade level or NM-3 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Working knowledge of the procedures, regulations, and legal requirements of the Office of personnel Management guidelines pertaining to staffing and classification programs.
2) Providing staffing, classification and related policy guidance to his/her subordinates, civilian employees, and all levels of management across the serviced customer base.
3) Applying a wide range of management principles, theories, and processes to a variety of studies, investigations, and assignments, which may include developing and implementing unique or experimental approaches to problems not conducive for application of traditional or documented methods.
4) Utilizing automated data systems used to input and extract data in order to maintain accurate and up-to-date records to ensure effective auditability of all assigned programs.
5) Advising on and identifying personnel management, staffing, classification, placement and compensation problems, draw conclusions and recommend appropriate courses of action.
