You will serve as a Supervisory Information Technology Specialist (Information Security) in the Information Management Department of NAVHLTHRSCHCEN SDIEGO. This announcement uses the OPM Federal Wide direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as staff advisor on matters relating to the Information Technology and Security. You will provide Cybersecurity/INFOSEC policy guidance and support to the Command. You will serve as Supervisory responsible for administrative and technical supervision of Cybersecurity/Information Security Program. You will prepare and present briefings to senior leadership regarding complex issues.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-13: Your resume must also demonstrate at least one year specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Experience demonstrating this competency include: Analyzing results from identified issues and recommending policy and guideline changes to deal with more difficult and unusual threats. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Working with other leaders and incident management analysts in a collaborative information sharing exchange program. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Preparing written and oral assessments on current network intrusions and threat based on sophisticated collection, research & analysis of classified and open source information. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience demonstrating this competency include: Using judgement, initiative, and resourcefulness in deviating from established methods to treat specific issues or problems. In addition to experience demonstrating the four competencies above, you should have qualifying experience such as: Applying Risk Management Framework (RMF) requirements; Applying information systems security principles and methods; Applying system administration methods and procedures; Utilizing cybersecurity directives, instructions, policies, and other regulatory documentation and processes concerning procurement and utilization of automation equipment/services for advising stakeholders; Utilizing computer networking concepts and protocols, and network security methodologies; Utilizing cybersecurity and privacy principles; cyber threats, Utilizing vulnerabilities and incident response.
