The primary purpose of this position is to execute contingency, mobility, war planning, and related training functions for the 78th Logistics Readiness Squadron, Deployment and Distribution Flight. The Deployment and Distribution Flight is responsible for all contingency planning and deployments from Robins AFB.
Duties
Assist the Installation Deployment Officer (IDO) with planning, organizing and implementing the Installation Deployment and Base Support Plans.
Manages and maintains all classified and un-classified Integrated Deployment Systems (IDS).
Reviews exercise, operation, contingency, beddown, and other plans for deployment/employment taskings and disseminates taskings to functional area managers.
Manages and monitors assigned plans and programs.
Evaluates proposals to determine feasibility for use of base resources and support infrastructure and analyzes impact to budgets and mission posture.

- The work requires the incumbent to obtain and maintain the appropriate security clearance.
- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft and/or changes in duty hours to meet mission requirements.
- This position is subject to provisions of the DoD Priority Placement Program.
- Position requires 24-hour on-call availability and is subject to long hours and short notice change of shifts.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of theories and principles of logistics management, deployment, base support, and war reserve materiel plans and programs including deployment, reception, war plans, contingency plans, etc. Knowledge and skill in applying analytical and evaluative techniques to issues and studies concerning deployment, base support, and war reserve materiel, and Logistics Management Information Systems Analysis. Knowledge and skill in adapting analytical techniques and evaluation criteria to measure and improve these programs and in developing new and modified methods.

EDUCATION: Applicant must possess a Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher level graduate education in a directly related field of study leading to such a degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, base/expeditionary support, sustainment, redeployment, mobility, bags/small arms weapons, aircraft operations, and logistics command and control.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize and direct functions and staffing related activities of a small to medium sized operations.
Ability to mentor and motivate an organization as necessary.
Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
