This position is located in the Washington, DC Commuting Area in the Bureau for Management, Management Services, (M/MS). Located at USAID Annex Project. Address: 500 D St SW, Washington, District of Columbia, United States, 20024, at the U.S. Agency for International Development (USAID).
Duties
Reviews, approves and maintains file plans submitted by USAID B/M/IOs, ensures compliance with Automated Directives System (ADS) Chapters 502 and 511.
Reviews all incoming records management policy and guidance to determine its effect on USAID and to determine whether supplemental standards or policy needs to be developed.
Manages, directs, and evaluates assigned aspects of the USAID Records Management Program and oversees the Records Management Programs of USAID Bureaus/Mission, and Independent Offices (B/M/IOs).
Works as a member of a large team and maintains effective communication with all team members to ensure duties and responsibilities across the team are covered and/or completed.
Provides oversight of the records retention and disposition programs for USAID B/M/IOs.
Responsible for overseeing and issuing guidance on life-cycle management and disposition of records.
Conducts records management training and updates the training program as required. Upon
request, provides records management briefings as required to the USAID staff.
Coordinates with B/M/IOs for training needs and availability.
Requirements

- Males born after 12/31/1959, must be registered with the Selective Service.

Qualifications
Specialized Experience:
GS-12: You must have one year of specialized experience at a level of difficulty and
responsibility equivalent to the GS-11 level in the Federal service. One year of specialized experience refers to full-time work; we consider part-time on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) knowledge of Title 44 USC 31 and National Archives and Records Administration, NARA regulations pertaining to Records Management; b) determining pertinent issues and collecting relevant information from a variety of sources; and c) reviewing information and applying standard analytical techniques.
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) knowledge of Title 44 USC 31 and National Archives and Records Administration, NARA regulations pertaining to Records Management; b) researching Agency-wide program and policy issues to support the decision-making for the head of an organization; and c) performing work that directly contributed towards meeting the requirements of the OMB and NARA Records Management Directives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
