This position is with the Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Assistant Secretary for Administration (ASA), Program Support Center (PSC), Real Estate Logistics and Operations, Office of Physical Security, Emergency Management, and Safety (PSEMS) located in Washington DC.

Duties

Develop, implement, oversee, and evaluate Department-wide EM policies and programs of all HHS Facilities (including Southwest (SW) Complex, 5600 Fishers Lane, and HHS Regions and field sites). Manage the EM training program at the HHS delegated facilities and oversight and compliance of all other HHS facilities.- Oversee building evacuation and accountability at delegated facilities. Conduct After Action Reporting (AAR) on incidents at delegated facilities as well as an incident reporting mechanism for the department. Conduct/oversee drills and exercises at delegated facilities as well as guidance and oversight for all other HHS facilities. Manage and oversee the Department-wide Emergency Notification System (ENS). Provide EM coordination and support during High-level visits and events at HHS delegated facilities. Support ASPR/OEM requests for support during National Security Special Events (NSSEs) occurring within the National Capitol Region (NCR) Collaborate with ASPR concerning the HHS Continuity of Operations (COOP) Program. Act as the EM liaison for local, state, and federal emergency responders. Manage Incident Management Team book for the onsite Incident Commander and Incident Management Team. Establish and manage a department active shooter program in accordance with federal requirements. This is a career ladder position with growth potential to the Emergency Management Specialist, GS-0089-11/12 grade levels.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Minimum Qualifications:GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing at least 2 of the 3 duties listed below: Compiling reports on emergency threat and incident information. Maintaining communication systems to ensure senior leaders maintain situational awareness of incidents or threats. Recommending methods to resolve problems in emergency management areas. OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; OR a combination of the required experience and education for this grade level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing at least 3 of the 4 duties listed below: Preparing reports and presenting briefings to improve emergency preparedness initiatives. Conducting evaluative studies and assessments necessary to develop and recommend methods for improving the effectiveness of emergency preparedness programs. Maintaining communication systems to ensure senior leaders maintain situational awareness of incidents or threats. Developing, implementing, overseeing, and/or evaluating organization-wide emergency management policies and programs of facilities. OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field directly related to the position; OR a combination of the required experience and education for this grade level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Developing, implementing, overseeing, and/or evaluating organization-wide emergency management policies and programs of facilities. Maintaining communication systems to ensure senior leaders maintain situational awareness of incidents or threats. Managing and/or overseeing evaluative studies and assessments necessary to develop and recommend methods for improving the effectiveness of emergency preparedness programs. Implementing emergency management training programs at delegated facilities while providing oversight and compliance of other facilities.
