The position is located at the Veterans Health Administration, Veteran Affairs Health Care System (VAHCS), Salisbury, North Carolina. The Administrative Officer (AO) for Emergency Medicine Service Line (EMSL), is responsible for directing overall management of medical and administrative support for the service line at the main Emergency Department at the Salisbury campus, and the Urgent Care Clinics located at the Charlotte Health Care Center (CHCC) and Kernersville Health Care Center (KHCC).
Duties
MAJOR DUTIES
Manages and coordinates administrative aspects of the Emergency Medicine Service Line.
Administrative Officer assists in the planning and direction for the Emergency Medicine Service Line and shares in the responsibility for the development and implementation of policies and procedures for the Service Line.
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Responsible for various aspects of the Emergency Medicine Service Line, including budget and fiscal management; supply and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization.
Assists in interpreting workload and other data used in resource planning to make requests for additional personnel and resources as needed to meet service demands.
Administers the space plan and maintains effective utilization of all space associated with Emergency Services Care.
Analyzes and evaluates equipment needs and maintains all equipment programs related to Emergency Services Care delivery in the Emergency Department and the Urgent Care Centers.
Assists in reviewing requests and provides appropriated guidance based on knowledge of internal operations, agency personnel policies, budgetary constraints, and clinical work priorities.
Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment, and all other general operating expenses.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to skill in applying analytical and evaluative methods and techniques to issues or studies of the efficiency and effectiveness of program operations and substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate operations).
