You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Office of Civilian Human Resources Norfolk Operations Center in the Department of the Navy (DON) Civilian Benefits Center (CBC), Centralized Operations Division, Training and Administrative Support Branch Code 00C31 of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will serve as the expert level retirement and benefits trainer applying comprehensive knowledge of retirement and benefits programs to develop, execute, evaluate, and maintain the Civilian Benefits Center training program.
You will plan and carry out instruction and studies to identify and target training needs of Civilian Benefits Center program participants.
You will determine the schedule and conduct workshops, seminars, and daily training to assure that the Civilian Benefits Center training program is administered effectively.
You will review and evaluate progress and recognizes individual training needs of the Civilian Benefits Center training program participants in order to better prepare students for designated positions within the Civilian Benefits Center.
You will prepare and present reports and briefings on program and participant status and/or recommended actions to appropriate individuals.
You will create, update, maintain, and ensures job aides/SOPs align with retirement and benefits training modules.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience conducting formal, one-on-one instruction, and providing guidance to Civilian Benefits Center Training Program participants as it relates to DoN wide retirement and employee benefits processes, procedures, policies, and regulations.
Experience applying, retirement, benefits entitlements, health and life insurance, and Thrift Savings Plan laws, regulations, procedures, respective legislative changes; military service regulations, veterans' benefits, and prior Government service; and counseling techniques.
Experience analyzing and researching to formulate methods, creating training material and course of action for problem resolution in order to meet Civilian Benefits Center training program mission and objectives.
