Duties
This position is located at the Clement J. Zablocki VA Medical Center, in the Medicine Division. This position reports directly to the Administrative Officer for Medicine. This position is responsible for providing analytical and evaluative work of programmatic aspects of organizational operations and management. Assignments include, but are not limited to: data gathering, reporting, analysis, and interpretation.
This Program Analyst position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI and is organizationally aligned to the Medicine Division, Office of the Division Manager. The employee serves as a program analyst performing analytical and evaluative work of programmatic aspects of organizational operations and management. Assignments involve data gathering, analysis, and interpretation.
Independently identify areas of improvement, formulate recommendations for modifying, revising, or implementing procedures to improve effectiveness and efficiency of program operations.
Apply analytical steps appropriate for the assigned studied for planning through fact-finding to reporting results.
Establish necessary facts and link those acts to appropriate solutions while deciding whether sufficient information has been gathered to substantiate findings.
Analyze and evaluate the effectiveness of program operations in meetings established goals and objectives of the designated office component and work with the administrative officer to address them.
Assist the Medicine Division by providing data tracking and reporting in areas of need.
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions.
Responsible for maintaining and creating clinic profiles for the outpatient Medicine Clinics
Responsible for handling all equipment requests for the Medicine Division
Work Schedule: Monday-Friday, normal business hours

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems; Conducting interviews with supervisors and employees to obtain information; Understanding and interpreting VHA and medical center policies, regulations and operating procedures; Applying fact-finding and investigative techniques; Communicating in writing using computer software; Collecting computerized database information and provide basis analysis; Knowledge of various applications within Veterans Health Information Systems and Technology Architecture (VISTA), including the Computerized Patient Record System (CPRS), Mental Health Suite (MHS), and IFCAP; Planning, organizing, directing, and coordinating work; Solving emergent situations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree,2 full years of progressively higher level graduate education leading to such a degree ORa LL.B. or J.D., if related. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) year of graduate-level education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. Manual dexterity is required in operation of personal computer and other office equipment. No special physical qualifications are required.
