Duties

Primary small purchase agent Process and execute micro-purchase's according to the Procurement Regulation, Policy and established Standard Operating Procedures Maintain all required supporting documentation and for reconcile the Government Purchase Card monthly Receive, inspect, and accept equipment, supplies, services and initiate receiving reports for payment action. Acquire medical supplies and equipment through the use of an automated purchase request Maintains the computerized property book, documents, and registers as required in the Defense Medical Logistics Standard Support (DMLSS) and manual property accounting procedures Serve as a Hand Receipt Manager for the Property Book Officer Responsible for managing the excess equipment program within the Property Book Section

Qualifications

Who May Apply: US Citizens The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-02 payband is equivalent to the GS-05 step 1 to GS-10 step 10 level. For this recruitment, management has decided to recruit at the high end of the payband, GS-09, step 1 to GS-10, step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better. Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. Employees will become DoD employees upon transfer to the DHA. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Experience purchasing, receiving, distributing, maintaining, and disposing of property, supplies, and/or equipment (2) Experience utilizing automated property book systems to account for property, supplies, and/or equipment, such as the Defense Medical Logistics Standard Support (DMLSS) system (3) Experience utilizing a credit card to purchase supplies, equipment, and/or services in accordance with regulation, policy, and standard operating procedure requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
