The Budget Planning, Formulation, Presentation Division of the Bureau for International Narcotic and Law Enforcement (INL) assists the Controller/Executive Director and other INL senior managers, including the Assistant Secretary, on all matters associated with strategic budget formulation and the management of International Organization and host government bilateral letters of agreements/ to assure sound management of financial, human, property and equipment resources throughout the Bureau.
Duties
Oversees and provides direction, guidance, and support to staff in financial management services for the entire Bureau including funds control, analysis and reporting of financial
information totaling over $5 billion in resources.
Develops and promulgates appropriate systems of internal financial controls pertaining to all aspects of the apportionment, transfer, allotment, deallotments ;allotment, obligation, deobliations, disbursement and accounting of funds by the Bureau.
Monitors and provides feedback the Budget formulation and presentation processes, keeping the Division Chief apprised of status of all activities in these processes.
Leads the development of project proposals with International Organizations on matters of special program and financial management interest or concerns to the Assistant Secretary, Deputy Assistant Secretaries, and Office Directors.
Provides expertise on issues related to the preparation and analysis of budget materials to be submitted to the Bureau of Budget and Planning and to the Office of Management and Budget (OMB).
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience advising management on global financial services, providing oversight regarding fiscal policy, law, budget, and program matters.
Experience analyzing complex and difficult financial problems to determine budgetary implications and recommending solutions.
Experience interpreting and applying concepts, principles, practices, laws, and regulations of financial management.
Experience advising, defending, and briefing leaders on resource strategies and statuses.
There is no substitute of education for specialized experience for the GS-14 position.
