You will serve as a Program Analyst in the Corporate Operations Department, Code 10 of NSWC PHILA DIV.

Duties

You will screen, develop/create and monitor the purchase requisitions for MILSTRIP, Purchase Card, Outgoing Funding Documents, and Contracts procurements. You will participate in the implementation of the Command's Enterprise Resource Planning (ERP) purchase requisition projects/programs operations. You will create, track and report on the acquisition of supplies, materials, and services. You will develop and compile data to monitor history of purchase requisitions (e.g., materials purchased, stored, and issued, or disposed of) including investigating discrepancies and performing research. You will make recommendations to resolve difficult and complex problems/conditions which develop during the purchase requisitions process and incorporate changes to requirements to ensure successful results. You will procure materials/services using the Government Purchase Card Program.

Qualifications

For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing procurement Purchase Requests (PR) to process within Department of Defense (DoD)/Department of Navy (DON) policies and procedures. For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ensuring procurement Purchase Requests (PR) are processed within Department of Defense (DoD)/Department of Navy (DON) policies and procedures. Education may be substituted for specialized experience as follows:

For the GS-09 position:
  • A Master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a Master's or equivalent degree; OR
  • An LL.B. or J.D., in a field directly related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
For the GS-07 position:
  • One full year of graduate level education; OR
  • Successful completion of a Bachelor's degree with superior academic achievement; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
