You will serve as a FINANCIAL MANAGEMENT ANALYST in the EXPEDITIONARY MISSIONS PROGRAM OFFICE of PEO UNMANNED AND SMALL COMBATANTS.

Duties

You will serve as the Business Financial Manager (BFM) will be responsible for the budgeting and execution of all aspects of assigned portfolio. You will track and report all obligations and expenditures against approved spend plans, manage execution and spend plan development, and preparation of program budget exhibits. You will plan and execute program budgets to include budget development and tracking, POM budget preparation and coordination. You will provide interpretive and analytical advice on financial transactions and program execution. You will develop format and content to provide manager with various listing, reports, and data relative to status of funds and status of obligations and expenditures. You will lead, plan and continuously improve processes needed to meet obligation/expenditure goals for the UWEOD portfolio. You will utilize NAVSEA enterprise accounting system and other budget/financial tracking systems (PBIS, EDW, ADVANA, COBRA, NEPS). You will communicate and facilitate events with stakeholders, including FMB, comptroller, and various OPNAV resources sponsors. You will employ expertise in NAVY ERP execution and reporting.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector performing financial management analysis (e.g., program budget planning, monitoring obligations and expenditures, or spend plan execution and development) for an organization.
