You will serve as a Physical Scientist in the Physical Scientist of NAV METEOROLOGY AND OCEANOGRAPHIC CMD.
Duties
You will serve as advisor to the Assistant Chief of Staff COMNAVMETOCCOM N8/9 Department as the IW, MIW, EXW, and special warfare technical lead.
You will coordinate assigned projects independently and provide guidance and advice on formulation, development, and implementation of programs and policy.
You will serve as a liaison between USNO, ONR, OPNAV and NAVIFOR, making recommendations for future efforts in research and development (RDTE) to maintain DoD leadership in the PTA scientific community.
You provide independent Echelon III oversight of USNO risk assessments associated with their budgeted efforts in support of missions, functions and tasks.
You will serve on or provide input to various scientific, technical, and strategic steering groups and advisory boards.
You will engage with policy makers and lead personnel of organizations within relevant communities of interest (COI), and ensures that inter-agency environmental programs are coordinated properly to achieve DoN, DoD, and national objectives.
You will assist with negotiations on behalf of the COMNAVMETOCCOM for agreements necessary for resources enabling joint capabilities, and to access systems for Navy METOC operational use, research, and development.
You will engage the broad sensing, modeling and simulation oversight boards at strategic levels, ensuring Naval Oceanography data collection, curation and dissemination capabilities are aligned with and support data strategic plans.
You will serve as the COMNAVMETOCOM Director of Special Projects, particularly Innovation, Experimentation and Demonstration Projects such as the Advanced Naval Technical Exercise (ANTX) and Navy’s Fleet Experimentation Program (FLEX) events

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Experience and knowledge of the impact of the physical environment on naval missions and has ability to apply physical science principals to those missions. Uses knowledge of developments in acoustics, geophysics, oceanography, engineering, meteorology, geology and/or hydrography to solve problems of tactical relevance to the Navy. In-depth familiarity with some or all of the Navy missions, including IW, MIW, EXW and PTA, and what aspects of the physical environment are important to these missions.
2. Experience and knowledge of Naval Meteorology and Oceanography. Skilled in applying environmental principles to naval operations and/or system engineering & design.
3. Experience with basic and applied research procedures and techniques primarily as it applies to IW, MIW, EXW, and PTA. Understanding of Navy science and technology (6.1-6.2), Research and Development (6.3-6.4) as well as federal, interagency, Congressional, and international personnel, organizations, relationships, planning, programs, and procedures of interest to the DoN and Naval Oceanography community.
4. Experience and demonstrated, professional ability to plan, delegate, monitor, and manage multiple projects simultaneously, including environmental data analyses and product or model development, survey mission development, data collection, and production goals. Experience and ability to develop, plan, delegate, monitor, and manage environmental product development, multiple survey or field operations, and their processes. Demonstrate the ability to assess the skills required to perform multiple tasks simultaneously and make assigned projects. Ability to monitor and evaluate progress on multiple projects and take the initiative to reschedule activities to facilitate continuous work flow.
5. Experience communicating clearly and concisely, both verbally and in writing, with peers and higher-level commands and staffs. Skill in oral and written communication involving formal presentation and in coordinating issues at higher management levels. Articulate Naval Oceanography scientific and technical issues with other U.S. agencies, to perform interagency liaison, and to deal with high-ranking military and civilian personnel with tact and diplomacy.

BASIC EDUCATION:
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
