You will serve as the Joint Operation Planning and Execution System (JOPES)/Operational Orders Program Manager for the Head, Joint Operation Planning and Execution System (JOPES)/Operational Orders Section within the Force Deployment Branch of the Global Force Management Division of the Global Force Management and Joint Operations Directorate of COMMANDER US FLEET FORCES COMMAND.
Duties
You will manage the section in creation, collection/collation and maintenance of JOPES database Time-Phased Force Deployment Data (TPFDD) for Chief of Naval Operations, U.S. Fleet Forces Command and Joint Force Maritime Component Command.
Your responsibility is directed by the Global Force Management Implementation Guidance, and CJCSM 3122 series (JOPES Volumes I through III).
You will oversee the promulgation of operational orders to provide authoritative directions to subordinate commands to deploy forces to meet the world-wide demand of the combatant commanders for Navy forces as directed by the Secretary of Defense.
You will function as a section supervisor.
You will provide direction to subordinates on all aspects of administrative and technical matters dealing with JOPES and operational orders.
You will supervise a section staff consisting of three civil service employees.
You will be responsible for planning and assigning work, establishing priorities of work, evaluating performance, hearing and resolving complaints, and effecting minor disciplinary actions.
You will be responsible for developing performance standards, recommending personnel actions and identifying training needs.
You will be creating and issuing JOPES accounts, granting JOPES access privileges, granting JOPES roles, managing the Navy Time Phased Force Deployment Data Plan Identification (PID) series, and providing input on JOPES issues.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Skill, knowledge, and experience in leading a section of three personnel in the creation, collection, collation and maintenance of the Joint Operation Planning and Execution System (JOPES) database for the Chief of Naval Operations, U.S. Fleet Forces Command and subordinate commands.
Experience and subject matter expert knowledge in Time Phased Force Deployment Data (TPFDD) to execute supervisory function as head, JOPES section, specifically to include use of the editing capabilities within the JOPES database for creation, update and deletion of records, creation and deletion of force modules, and setting validations to identify and document force deployments in the JOPES database in accordance with CJCS and combatant commander level TPFDD Letters of Instruction.
Experience and expert knowledge in the Global Force Management (GFM) system, specifically to include the assignment process, the allocation process and the apportionment process.
Experience and skill to oversee the promulgation of operational orders to subordinate commands to deploy forces to meet the Secretary of Defense ordered demand for Navy forces.
Experience and skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts and graphs, etc.
