You will serve as a FINANCIAL MANAGER in the Finance Divsion of NAVY WARFARE DEVELOPMENT.

Duties

You will provide coordinated financial management, budget execution and program management designed to promote efficiency and economy in execution of the command’s mission, functions and tasks. You will provide oversight regarding fiscal policy and law, budget formulation and execution, Program Objective Memorandum (POM) input, civilian pay and timekeeping, and the Financial Improvement and Audit Readiness Program. You will provide appropriate data to key officials at all levels of management for the purpose of helping to achieve the most effective program and financial management. You will recommend policies, plans, and courses of action affecting command resource management functions. You will establish and improve audit policies, programs, methods, and procedures, in order to achieve a high standard of auditing.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience and mastery of concepts, principles, practices, laws, and regulations of financial management. *Experience and knowledge of common financial management systems, to include official accounting systems and the associated feeder systems. *Experience and general understanding of accounting principles, internal controls, and audit regulations. *Experience and ability to lead, supervise and motivate employees. *Experience applying basic supervisory and management principles, practices, procedures, and regulations. *Experience working with policy, regulations, practices, and administrative operations of Department of Defense travel processes.
