The primary purpose of this position is to ensure the preparation for, support and execution of Air Force and Joint operations within the National Capitol Region involving but not limited to Homeland Operations to include defense support to civil authorities, emergency preparedness, consequence management and support to governmental agencies and the incident commander.

Duties

Applying Joint and/or Air Force experience, to formulate detailed plans, goals, and objectives for preparing headquarters to manage command exercise/training/readiness/operations/plans programs. Documents requirements, planning and programming decisions in appropriate formats to meet Joint, Air Force and Command requirements. Actively participates in strategic and operational planning to improve organizational direction and focus using strategic and operational planning tools and techniques. Prepares and delivers oral presentations to high-ranking officers and civilians such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned plans and program(s).

  • Successful completion of Joint Professional Military Education, level one (JPME-1) and a Bachelor’s Degree can be used to assist in verifying KSAs 1, 2, and 3
  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site
  • Must be able to obtain and maintain a Top Secret clearance
  • Agencies of operations may occasionally necessitate extended or irregular work hours and/or at alternate locations
  • Required to use of SIPR system to conduct day-to-day duties
  • This a drug testing designated position and the incumbent is subject to random testing for drug use

Qualifications

Position is designated key (i.e., required to perform duties of the current position during an emergency or mobilization), the employee should not have conflicting military mobilization obligation. The employee is required to rep011 to work at normal duty station during periods of national emergency, mobilization, war, military crisis, natural disaster (i.e., severe weather conditions) or other contingency unless officially told not to report at all or to report to another location. Position is key to meeting National Security mission requirements In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Joint and Air Force doctrine, particularly as it relates to organization, employment and command and control of forces; knowledge of the relationship of the various OSD, Joint, Air Force and Interagency command entities involved in overall program planning and execution of military operations and evaluations; knowledge and experience in Command and Control functions/procedures in a Joint/Air Force Command Center; knowledge of aviation and Air Operation Center functions/processes or similar experience; knowledge of a wide range of exercise, operational, and training issues supporting major operations such as homeland security, homeland defense, defense support to civil authorities, consequence management, ceremonial support, mobilization, deployment, employment, exercise, PPBS or similar operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and operational programs. 2. Knowledge of Joint and AF Instructions and process to include AFI 10-401, the National Response Framework (NRF), National/ AF Incident Management System (NIMS/AFIMS). 3. Knowledge of the relationship of the various OSD, Joint, Air Force and Interagency command entities involved in overall program planning and execution of military operations and evaluations. 4. Knowledge of Joint and AF Exercise/Training/Readiness programs. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. 5. Knowledge of Joint and AF Command Center operations and procedures. Ability to plan, organize, and negotiate effectively with senior officers/planners to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
