The incumbent serves as the Automated Data Processing Applications Coordinator, (ADP AC) to the Associate Chief of Staff (ACOS), Mental Health Service. The position is located under the guidance of the Supervisory Program Specialist, Mental Health Service. The incumbent will perform a variety of administrative and technical duties in support of multiple Mental Health Programs.

Duties

Major Duties: Analyzing, administering, coordinating, testing and monitoring operating program as they relate to Application Data Processing (APD) systems. Maintaining current directive on each of the Mental Health programs. Auditing data and performing data validation studies. Installing, maintaining, upgrading this software and testing patches. Serving as the Mental Health Service reference point for troubleshooting/maintaining personal computer hardware and software for new and existing MH Service employees throughout the VA Healthcare System and off-site locations. Provides training to staff on computer and web applications and their interrelated programs. Reviews problems reported with regard to Mental Health Service Programs to determine what action is necessary to correct the problem(s). Aids in documentation and resolution of software problems with information Management Service (IMS). Receives, reviews and evaluates all requests for access to data with Patient Information Management System (PIMS) and Mental Health Service Program options. Conducts feasibility studies, reviews historical and statistical data to develop requests for data access. Reviews Service employee menu options to ensure access is limited to job responsibilities and maintained commensurate with changing job responsibilities. Utilizes VISTA and other personal computer packages to provide management with clear, concise ad-hoc reports, summaries and presentations in a visually effective manner. Supports all administrative functions of Mental Health Service. Work Schedule: Full-time; 7:30 a.m.- 4:00 p.m., Monday-Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ***Preferred Experience***: Thorough knowledge of personal computers and local systems software functions to produce and update a wide range of documents that often require complex formats, such as graphics or tables with text, to edit and reformat electronic drafts and to update or revise existing databases or spreadsheets, requiring the use of advanced software functions to enhance productivity or meet the needs of complex formats and function keys for performing a substantial range of functions within each software. Knowledge of duties, priorities, commitments, policies and program goals of the staff sufficient to perform non-routine assignments. Versatile and be able to multitask, as it is possible, he/she may be working on several projects at one time. Prioritize according to urgency, timeframes, and the needs of the Service. The work consists of various duties, projects, or assignments involving different and unrelated Mental Health Service and program analysis of technical processes and procedures. The position requires performing a full range of technical and administrative functions. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: excellent relational and communication skills; advanced knowledge of and experience with computers, oral and written communication skills and the ability to work with others; performing data audits and validation studies; collecting and analyzing information; makes adjustment recommendations for implementation of new programs, solutions to problems, etc.; collaborates on the installation, maintenance and software updates; provides training to staff on computer and web applications; documents and reports technical issues related to software; receive, review and evaluate data access requests; ADPAC duties; run and present reports; administrative support. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The workload is varied, and the work is primarily sedentary with the only physical demands being walking, reaching, bending, stretching, sitting and carrying light loads of supplies. A great deal of time is spent at the computer. Incumbent must be able to manage multiple actives at one time, projecting a work setting that is running smoothly and effectively.
