About the Position: Performs the full range of administrative and technical supervisory duties. Understands and actively supports the Command's Affirmative Action/Equal Employment Opportunity (EEO) Program, ensuring EEO principles are reflected in all aspects of personnel management.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Works with employees to develop and review their Individual Development Plans, identify developmental and training needs of employees, and provide/arrange for development/training.
Exercises full authority as a rating official in assessing contributions and preparing statements of duties for employees.
Guides subordinates in the selection and application of appropriate problem-solving methods and techniques; provides advice on work methods, practices, and procedures.
Exercises independent judgment in planning, organizing, and directing the resource management aspects in support of the organization.
Conducts on-site investigations and studies to assess the reality of meeting program objectives, to correct specific deficiencies, solve problems, and make recommendations to optimize the balance between the Army’s requirements and resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- A one-year probationary period may be required.
- Position is supervisory as defined by the Office of Personnel Management's General Schedule Supervisory Guide (GSSG). A one-year probationary period to assess your ability to perform supervisory duties may be required unless previously completed.
- This position has a Temporary Duty requirement of up to 10% of the time.
- Financial Management Level 3 Certification is required within 36 months of entrance on duty.
- Incumbent must be able to obtain and maintain a Secret clearance.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
Specialized Experience: One year of specialized experience which includes: 1) Interpreting and implementing Acquisition and Financial policy, ensuring assigned programs remain in compliance; 2) Formulating programmatic strategies and budget action plans to acquire and allocate resources; and 3) Maintaining internal controls to ensure auditability and timely processing of administrative projects.
