As an integral member of the Quality Systems team, the Systems Redesign Program Analyst works to improve effectiveness and efficiency of work processes throughout the healthcare system in order to facilitate attainment of organizational goals using Lean-Six Sigma process improvement methodologies at the Black Belt Level.

Duties

Duties include but are not limited to: The Systems Redesign Program Analyst (SRPA) provides coordination and leadership of process improvement projects in all areas of the facility. They will also be responsible for developing, executing, and managing training and education programs relating Lean-Six Sigma and other process improvement topics. The SRPA provides policy guidance, decision feedback and analysis, motivational materials, and information to encourage and facilitate staff participation in program initiatives as well as to support achievement of facility strategic goals. The SRPA is a leader in organizational change efforts, with particular focus on process and policy change required to achieve performance goals. Leadership responsibilities include organizing major process improvement initiatives for action using Lean-Six Sigma methodologies such as Define Measure Analysis Improve Control (DMAIC) identifying obstacles to achievement of improvement goals or the change process, and managing resolution to barriers in the improvement process. Contributes to the ongoing development of Lean-Six Sigma process improvement practitioners in the facility by providing one on one and group mentorship to newly trained Yellow Belt, Green Belt and Black Belt Practitioners. Participate in several committees/workgroups within the facility governance structure as a member of the Systems Redesign section. Development and execution of programs and curriculum to educate staff on Process Improvement (Systems Redesign) principles and techniques. Assist SR teams with developing project management plans. Utilizing a wide variety of qualitative analysis tools. Participate in healthcare system and network or national initiatives as directed by facility leadership, representing the facility when on committees, tasks forces, and work groups. Serve as a project leader by communicating with process owners, management, and the process improvement teams. Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Candidate is Lean-Six Sigma Black Belt Certified. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Process mapping, controlling variability, data collection and analysis, constraint identification, root cause analysis, brainstorming, facilitation, defect identification and mitigation, etc. Provides coordination and leadership of process improvement projects in all areas of the facility. Developing, executing, and managing training and education programs relating to Lean Six Sigma and other process improvement topics. Uses Lean and Six Sigma tools to provide objective, quantifiable, evidence of process inefficiencies or ineffective work practices. In addition, the SRPA facilitates the innovative application of best practices throughout the facility. Assisting System Redesign teams with developing project management plans, identifying and completing key deliverables, identifying key drivers and collecting data, developing and prioritizing solutions, and implementing improvements and control plans. You will be rated on the following Competencies for this position: CommunicationsProject ManagementTeaching Others Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically the employee may sit comfortably to do the work. At times, the employee may be required to spend the majority of the day standing and speaking during facilitation of major events. There may be some walking, standing, bending, carrying of light items such as; paper, books, small parts; driving in an automobile, etc. No special physical demands are required to perform the work. The employee may be required to sit long periods of time while working with computers.
