This position is part of the Missile Defense Agency. The incumbent will be responsible for ensuring the alignment and traceability of program/case requirements and agency financial execution structure. Creates, certifies, and obligates funding documents in accordance with spend plans.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
As a Budget Analyst at the NH-0560-3 at the broadband level some of your typical work assignments may include:
Ensures the alignment and traceability of program/case requirements and agency financial execution structure .
Gathers and maintains necessary documentation to support funding documents and creates, certifies, and obligates funding documents in accordance with spend plans.
Conducts scheduled program execution review briefings with Program Manager (PM), Functional Leads, and Integrated Product Team (IPT) Leads.
Reconciles un-liquidated obligations (ULOs), builds tri-annual reports, and conducts year end close out activities.
Ensures agency databases are consistent with current program office staffing, and analyzes civilian and support contractor burn rates to ensure there is adequate budget in manpower accounts and completing any necessary realignments.
Generates and evaluates program strategy alternatives and works with other program office staff to conduct program planning. Builds, maintains, and assesses program schedules and hardware deliveries.
Responds to requests for information from stakeholders and foreign customer partners.
Supports all request for information regarding audit inquiries from internal/external stakeholders.

- Incumbent required to obtain and maintain a Secret Security Clearance
- This is an acquisition position coded Level II in Business-Financial Management. Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty. Selectee must acquire 80 continuous learning points every two years.
- This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Qualifications
You may qualify at the NH-03 , if you fulfill the following qualifications:
You must have year of specialized experience equivalent to the NH-02/GS-11 broadband grade level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. All Experience must be reflected in your resume.
Specialized experience required for this position are as follows:
Experience providing advisory services for a large organization; experience in financial, information management, project/program management, program analysis, and resource management.
Experience in managing programs and/or projects in an environment that administers all resources in a manner that instills public trust while accomplishing the mission.
Experience monitoring progress and evaluating outcomes to improve organizational efficiency and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
