You will serve as a ENVIRONMENTAL PROGRAM PLANNING MANAGER (FUNDING) in the FLT INSTALLATION & ENV READ DIR of COMMANDER US FLEET FORCES COMMAND.

Duties

You will develop Fleet environmental funding program policy, sets objectives, enforce and evaluate policy designed to meet objectives. You will plan, organize, direct, control, and evaluate implementation of the program. You will provide policy and program management consultation, and ensure that adequate resources, funding, personnel, and equipment are budgeted to effectively administer and implement the USFF environmental program. You will review and evaluate proposed legislation affecting the environmental funding program and provide comments to OPNAV N4I and FMB for consolidated Navy response. You will provide information for inclusion in Department of Navy replies to written Congressional inquiries and for use by senior Navy executives in testimony before Congressional Committees. You will prepare fully staffed written responses to correspondence originated by higher authority and subordinate commands and conduct special studies and analyses to enhance program implementation throughout the USFF chain of command. You will speak on behalf of USFF when discussing environmental funding management policy, goals, information, direction, consultation, and technical guidance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-14; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing management and organizational principles and practices along with thorough knowledge of the Navy s facilities planning, acquisition, and management process to prepare long-range (POM) and short-range (budget) planning guidance consistent with OPNAV environmental funding, policies, and objectives and a comprehensive knowledge of the Planning, Programming, Budget, and Execution System (PPBES) regulations, guidelines, and processes. In-depth knowledge of contract administration is required. Knowledge of environmental laws and regulations, DoD environmental directives, OPNAVINST 5090.1 (latest revision), other Navy environmental instructions, and other regulatory documentation and implementing directives substantially oriented toward the protection and enhancement of the environment and conservation of natural and cultural resources. Experience utilizing various financial management systems such as CFMS, PBIS, and SABRS. Experience to be able to effectively communicate with program managers. Experience, knowledge and skill to be detail oriented to ensure financial systems and databases are updated correctly in a timely manner. GS-13; Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting fiscal laws, regulations, and policies pertaining to the Navy. Experience utilizing various financial management systems such as CFMS, PBIS, and SABRS. Experience to be able to effectively communicate with program managers. Experience, knowledge and skill to be detail oriented to ensure financial systems and databases are updated correctly in a timely manner.
