Duties

The primary purpose of this position is to serve as a senior campaign analyst (deterrence and assurance) and deliberate planning subject matter expert (SME) responsible for developing and interpreting U.S. policies, strategies, and Special Access Programs/Special Technical Operations/Alternative Compensatory Control Measures (SAP/STO/ACCM) underpinning operations to compete, deter, or defeat key adversaries and assure allies and partners. Develops comprehensive plans and prepares operations annexes that are fully integrated into command plans and regional plans. Develops and informs on Policy guidance. Performs complete studies of major scope or large-scale projects covering topics related to deterrence, assurance, competition, and campaign and/or deliberate planning including plans synchronization with other Combatant Commands, Services, the Joint Staff, OSD Policy, other government agencies, and allied/partner nations modifying/adapting techniques to fit situations, some requiring innovative approaches. Provides expert technical guidance, advisory support and assistance for planning and execution across the entire spectrum of conflict from day-to-day campaigning through crisis, contingency, and post conflict stability operations. Participates in command contingency planning operations and peacetime exercises that support adaptive planning at USSTRATCOM and other regional combatant commands. Builds and leads matrixed teams to develop a coordinated strategy of adversary competition as well as ally and partner engagement.

  • Ability to obtain and maintain a Top Secret and Sensitive Compartmented Information (SCI) clearance is required as a condition of employment. The incumbent cannot be effectively used in this position until security access is granted.

  • The employee may be required to work other than normal duty hours including evenings, weekends, or holidays. Shift work is required when supporting 24/7 operations during exercises, war games, or actual crisis scenarios.
  • Recall to duty, overtime, and/or emergency overtime may be a requirement of this position.
  • Work may require travel away from the normal duty station to include travel by military or commercial aircraft.

Qualifications

(Con.) The position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of STO, SAP, ACCM, and Special Activities planning, development, and execution sufficient to coordinate and integrate functions supporting Command interests and missions. Knowledge of and advanced skill to apply procedures, requirements, regulations, and policies related to STO, SAP, ACCMs and Special Activities. Includes the ability to maintain credibility with others as in-depth knowledge of capabilities, methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned functions in support of Command interests and missions. This level of knowledge also allows the incumbent to identify the need for and devise refinements to improve the efficiency/effectiveness; expert knowledge of analytical and evaluative methods for determining the effectiveness of various courses of action pertaining to strategic operational plans; mastery of deterrence theory, operations concepts, and employment tactics, techniques, and procedures. Seasoned l sufficient to provide thorough advice and input to Command level guidance, Command and regional plans, and exercises. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of processes and procedures for developing, implementing, and executing Campaign Plans and Operations Plans, to included in-depth knowledge of the Executive Branch, the Office of the Secretary of Defense (OSD), the Joint Staff, the Interagency and military command relationships. Knowledge of and ability to implement the military adaptive planning process. Knowledge of U.S. policy, military strategy, doctrine and capabilities; deterrence and assurance theory; and a deep understanding and cultural awareness of key strategic political, military, and economic systems and historical events. Knowledge of STO, SAP, ACCM, and Special Activities planning, development and execution sufficient to coordinate and integrate functions supporting Command interests and missions. Knowledge of and advanced skill to apply procedures, requirements, regulations, and policies related to STO, SAP, ACCMs, and Special Activities. Includes the ability to maintain credibility with others on technical matters, such as in-depth knowledge of capabilities, methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned functions in support of Command interests and missions. Ability to organize and lead cross-functional matrixed teams of Joint Service, civilian, and contractor technical experts tasked to originate new ideas, projects, and methodologies and to design, build, program, and use models and simulation techniques to facilitate findings. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
