The incumbent is responsible for supervision of all aspects of the controlled substances medication distribution system, including outpatient prescriptions, unit dose, IV, and controlled substance dispensing. The incumbent is responsible for ensuring that the section meets VA, Joint Commission, DEA, and professional pharmacy standards/regulations/law where and when applicable to ensure patient safety and hospital compliance. The incumbent is responsible for reviewing, updating, and implementing operational policies and procedures dealing with Schedule II-V drug distribution and control in accordance with manuals, directive, and local policies. Incumbent is responsible for oversight of parameters set in automated dispensing cabinets located on hospital wards and throughout clinic to assure strict accountability for controlled substances and reviews activities in automated dispensing cabinets for compliance with federal regulations/policies/procedures. Keeps exact and detailed records of distribution of schedule II-V drugs, reconciles order forms with delivery records, monitors signatures acknowledging receipt of drugs on order forms. Maintains exact perpetual inventory for all narcotics and controlled drugs in the vault including 72-hour check of controlled substances inventory in inpatient, outpatient, vaults, and any other areas. Maintain absolute security of all drugs in the vault ensuring all Pharmacists working in the vault are competent and trained in vault procedures and security. Cooperates fully with Physical Security Specialist with the VA Police Department along with the VA Controlled Substance Inspector and team. Works with reverse distributor or current system the VA is using for controlled substance destruction and is responsible for removal of all expired and/or otherwise unusable schedule II-V drugs in a timely fashion according to federal and state laws/regulations. Accurately performs/coordinates biennial inventory conducted for all DEA registered sites throughout EOVAHCS The incumbent is responsible for the supervision of all aspects of the Care in the Community program, including establishing standardization of processes, serving as liaison across the local and VISN departments for Care in the Community, and establishing ongoing training for the service and VA providers. Supervision as related to the clinical and administrative aspects of the work of the position. Plans and assigns work to be accomplished by subordinates based on established priorities, selective consideration of the assignment's difficulties and requirements, and capabilities of the employees. The incumbent reviews the work of subordinates and accepts, amends, or rejects it as appropriate. Interviews employee candidates and recommends appointments, advancements, or promotions to the appropriate approving official(s). Manages affirmative action initiatives, grievances, EEO complaints and labor management issues while effectively supervising staff. Responsible for assigning duties; development of performance standards and performance evaluation; recommendations for appointment, awards, advancement, and, when appropriate, disciplinary action. The incumbent is required to cooperatively resolve routine and complex problems that affect other pharmacy sections and/or other medical center services so that little or no intervention is needed for a higher-level supervisor. The incumbent defines and establishes effective process monitors and quality controls for the proper surveillance of the accuracy and integrity of medication management systems within the incumbent's area. The incumbent plans short- and long-range objectives, achieves results, and ensures customer satisfaction to the extent possible within resource constraints. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR, Graduate of a foreign pharmacy degree program if you are able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Grade Determinations: GS-13Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. AND, Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Physical Requirements: Extended periods of standing, stretching, and reaching. This occasionally involves lifting moderately heavy items (30 pounds). The employee must possess average agility and dexterity.
