Duties

You will serve as an authority on labor relations matters for customer commands and as a member of management teams to negotiate collective bargaining agreements. You will conduct research and prepare appeal cases that best represents the command's best position after considering alternatives and possible ramifications. You will advise team members on negotiating techniques, provisions of rules, regulations, and law executive orders. You will bring potential problem areas to management's attention before complaints develop. You will serve as lead management representative or provide assistance to management in hearings before the Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority or unemployment appeals. You will research, prepare and support the command's position in replies to congressional correspondence as well as in litigation cases.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12 Grade level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector researching and analyzing employee or labor relations processes and procedures; advising managers on a wide variety of management-employee relations matters such as performance and conduct issues, grievances, appeals, or labor-management partnership; preparing draft agreements or appeals correspondence; and resolving disputes arising out of the disciplinary process. For the GS-11 Grade level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical advice to management, unions, or employees on common issues or problems; researching and evaluating basic facts, laws and precedents concerning management, labor, and employee relations cases; and performing fact finding to gather information in connection with cases or complaints. For the GS-09 Grade level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector researching and evaluating basic facts, laws and precedents concerning management, labor, and employee relations cases in order to provide recommendations for a senior specialist to consider; and performing fact finding to gather information in connection with cases or complaints. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Specialized Experience may be substituted with Education as follows:

For the GS-09 Grade level:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

A combination of experience and graduate education as described above that equates to one year of experience
