As a Supervisory Health Insurance Specialist, GS-0107-14, you will be responsible for managing, leading and coordinating the development, implementation and evaluation of program policy and operations.
Duties
Lead and manage the development of regulations and guidance, policy and legislative analysis, data analysis, operations, and enforcement activities.
Supervise, direct, and coordinate the work of staff and contract personnel; and provide staff with guidance on technical subject matter as well as administrative matters.
Recommend strategic priorities, budget, and staffing requirements for the division to ensure that mission workload can be met.
Develop and present solutions to unusually difficult and complex policy and technical issues.
Represent the organization in contacts and negotiations with key officials of the agency, the Office of the Secretary, Congress, other Federal and State agencies, and regulated entities.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Analyzing financial, health insurance, economic, or prescription drug data, and writing original code in VBA, SAS, SQL, R, Python, or similar language to conduct data cleaning and complex analysis; and
(2) Researching or analyzing laws, regulations, and technical guidance related to private health insurance coverage or prescription drug provisions, such as provisions of the No Surprises Act (NSA) or the Affordable Care Act (ACA); and
(3) Presenting business options that capitalize on performance of financial, capital, or private health insurance coverage markets to senior leadership; and
(4) Planning, coordinating, mentoring, and/or assessing the work of team members or subordinates with respect to policy or data analytic assignments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
