About the Position: This position is located in the G8, Budget Execution Division, for the U.S. Army Communications Electronics Command (CECOM) at Aberdeen Proving Ground (APG), MD.

Duties

Direct the resource analysis of the Army Working Capital Fund (AWCF) programs. Manage the budget execution of Logistics Operations (LOGOPs) and Hardware (HW) Contract Authority (CA). Coordinate with program managers to oversee the development of Army Working Capital Fund (AWCF) Supply Management Army (SMA), Program Objective Memorandum (POM) and/or Budget Estimate Submission (BES). Assist supervisor in developing local financial policies in line with directives from higher headquarters. Guide the team in providing supporting documentation in response to internal and external audits. Assess historical data along with current trends to oversee Contract Authority management. Direct the preparation of Command Level briefing/reports. Coordinate with other activities as appropriate to achieve a final decision on an issue to disseminate the results. Serve as the focal point for resolving Army Working Capital Fund (AWCF) fiscal policy issues. Research specific issues by referencing existing regulations and policies. Find alternative solutions to recommend a preferred course of action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires a FINANCIAL MANAGEMENT Level 2 Certification in accordance with the National Defense Authorization Act (NDAA) 2012. Selectee must meet position requirements for certification within 24 months of entrance on duty.
  • This position requires temporary duty (TDY) travel up to 25% of the time.

One year of specialized experience which includes: 1) Formulating budget and execution processes to analyze the effects of funding execution on program plans; 2) Problem solving issues pertaining to future year planning, funds management, financial reporting and/or budget execution; 3) Providing written and oral budget analysis and presentations; and 4) Provide financial management advice/guidance to applicable leadership (i.e., Command level) for Working Capital Fund efforts. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (NH-02 or equivalent). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
