This position is located in the Drug Enforcement Administration (DEA), Office of Administration (FS), Financial and Administrative Unit.
This position(s) primary purpose is to function as the focal point for issues related to the budget and other financial activities for the Office of Administration. The incumbent works with the Supervisory Financial Management Specialist (FSBF Unit Chief) to plan, direct, and manage all operating accounts under the Office of Administration.

As a Program Analyst, your typical work assignments may include:
Conducting periodic comprehensive reviews and analysis of all operating accounts to identify financial situations that require action and to support assigned projects/programs and functional areas. Prepares reports and briefings on results of studies.
Serving as an expert authority on analysis and reconciliation of complex, integrated accounts for a variety of accounting systems.
Ensuring financial resources are available for program activities, develops resources requests for appropriation and financial plans.
Collecting and maintaining financial accounting data to assist in the development of improved procedures, as well as internal and external controls mandated by DOJ and OMB.
Evaluating effectiveness in management of financial resources for buildings, facilities, vehicles, property, office services, records management, media production, and environmental management accounts.

Qualifications
Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification.
GS-11:
Education:Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree NOTE: Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position; OR
Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-09) in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.
Specialized experience is defined as performing the following duties:
1) Planning, organizing, and conducting studies of financial administration accounts. 2) Preparing and verifying accounting reports; 3) Providing financial or budget support to a program or functional area; OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12:
One (1) year of specialized experience equivalent to at least the GS-11 federal grade level: 1) Applying accounting concepts and procedures in performing functions such as classifying accounting transactions; 2) Maintaining, balancing, and reconciling account records to verify accuracy; 3) Determining appropriate adjustments of accounts; 4) Performing analysis of accounting data and reports.
Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
