About the Position: This Program Manager (Deputy Project Manager Acquisition) position is assigned to the Program Executive Office, Command, Control, Communications - Tactical (PEO C3T), located in Aberdeen Proving Ground, MD.
Duties
Serves as Supervisory Deputy Project Manager for assigned Acquisition system and/or related mission equipment.
Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
Reviews programming documents received from HQDA to determine effect on assigned programs.
Determines needed capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters.
Plans work to be accomplished by subordinates, setting priorities and scheduling completion, assigns work to subordinates based on priorities, evaluates work, give advice, counsel and/or instruction to subordinates on work and administrative matters.
Maintains continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
- One year supervisory probationary period may be required.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Critical Acquisition Position and requires the selectee to remain in Federal service for at least 3 years.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent to possess 4 years of Acquisition experience.

Specialized Experience: One year of specialized experience at the next lower grade NH-03/GS-13 or equivalency which includes: 1) Apply regulatory principles to analyze programs and select an appropriate course of action to accomplish tasks; 2) Evaluate assigned programs to ensure compliance with Army regulations and processes, and to pinpoint the resulting impact on areas such as performance, schedule and cost; 3) Manage areas such as the development, experimentation, testing, fielding, and sustainment for the assigned acquisition programs; and 4) Ability to manage multiple aspects of multiple acquisition programs simultaneously and look for opportunities for integration, interoperability, or efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
