About the Position: Serves as the Deputy, Corps Specific Branch Proponent Officer (CSBPO) and Civilian Workforce Transformation Specialist for the U.S. Army Medical Center of Excellence, located at Fort Sam Houston, Texas.
This is a Developmental position may be filled at the GS-13 or GS-14 grade level.
Duties
Develop and review recruiting, hiring, and retention procedures for the workforce in accordance with current Human Resource policies.
Carry out complex and multi-dimensional studies, which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs.
Plan and conduct specialized and highly complex studies and/or projects as assigned of which boundaries of the studies are extremely broad and difficult.
Identifying, analyzing, and synthesizing advanced concepts, subtle nuances or political implications, and complex interrelationships coming to conclusions and making recommendations that provide innovative approaches to highly sensitive problems.
Develops new strategic policies and plans which serve as precedent for use by other to ensure there is a smooth and efficient workforce transformation during command transition and to be utilized to fulfill future mission success.
Advises on changes to mission and functions statements that drive organizational change.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position may require working more than 40-hour s per week with the potential for working on weekends and/or holidays, overtime may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience GS-13: One year of specialized experience which includes developing, executing, evaluating, coordinating, and integrating programs such as the agency's Civilian Workforce Transformation Programs, Civilian Talent Management Program, Workforce Development Program; human resource functions to include Civilian Workforce Management activities, policies, and programs; experience with design concept of operations to integrate civilian workforce transformational strategies and techniques within the agencies medicine enterprise. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Specialized Experience GS-14: One year of specialized experience which includes expert knowledge and experienced analytical and evaluative methods to develop, execute, evaluate, coordinate, and integrate programs such as the agency's Civilian Workforce Transformation Programs, Civilian Talent Management Program, Workforce Development Program, Mentorship program, Leader Development Program; human resource functions to include Civilian Workforce Management activities, policies, and programs; experience in Department of Defense Medical and Career Program administration and enterprise workforce strategies to realize the full spectrum of the agency's medicine capabilities, or equivalent program administration; experience in planning, programming, and budgeting processes and regulations at the major command level; experience in human resource management functions to include, recruiting and retention; mastery knowledge of leadership, management, and organizational principles and practices; experience with design concept of operations to integrate civilian workforce transformational strategies and techniques within the agencies medicine enterprise.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
