The primary purpose of the position is to analyze data from hospital-wide and service-level performance improvement programs into reports and databases. Collects, analyzes and disseminates necessary data into appropriate graphs and reports. Position aligns under Executive Director service.
Duties
Major duties include, but are not limited to the following:
The Program Analyst oversees the hospital-wide councils, boards, committees, subcommittees, and process action teams for V ANCHCS. Leads staff on V ANCHCS' Standard Meeting Guidelines and Procedures, reviews submitted charters from staff and reviews them for accuracy prior to sending it to the Operations Manager for submission and updates the organizational structure as changes occur. In addition, the. Program Analyst completes monthly audits for all councils, boards, committees, subcommittees, and process action teams to ensure minutes, data for quarterly reports & annual reports are accurate, presence of charters, etc. are completed and maintained within the agreed upon site or drive that all staff can access to ensure compliance for survey readiness for the organization.
The incumbent establishes, maintains and analyzes current and accurate information system that contains all data records, materials and follow-up documentation related to the Risk Management (RM) Program and Ethics Program This includes, but not limited to analyzing and synthesizing data related to RM quarterly reports, RM related suspense items, Peer Review reporting requirements, Tort Claims reports, Office of Medical Legal Affairs (OMLA), State Licensure Board (SLB), & Ethics Program projects and reporting requirements.
Preferred Experience: Ability to establish, maintain and analyze current and accurate
information system that contains all data records, materials and follow-up
documentation related to the Quality Management Service. Ability to
conduct special projects as assigned and/or appropriate. Special projects
generally involve fact-finding and suggestions for problem resolution as
well as assistance with development and implementation of new or
reviewed policies or program changes.
Work Schedule: Full Time. Monday-Friday. 7:00am-3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and skill in oral and written communication, interpersonal and group dynamics.
- Skill in operating computers and software systems and related equipment such as scanners, modems, etc.
- Skill in applying basic data gathering methods, such as standard interviewing or surveying techniques, to collect various types of actual information. (This experience must be well documented in your resume.). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's degree or 2 full years of progressively higher level graduate education or
LL.B. or J.D., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Physical Requirements: The work is primarily sedentary. It involves some bending, stooping, reach, lifting of light items, and walking. The work requires periods of concentration to organize, perform, coordinate, and report on all aspects of the development and support functions of the Ethics and to Quality Management service.
