About the Position:
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serve as the Audit Expert that develops objectives and strategies as it relates to the Chief Financial Officers (CFO) Act, Office of the Secretary of Defense Comptroller (OUSD-C) related to auditability.
Serve as the Audit Expert that develops objectives and strategies as it relates to the FIAR requirements and Army Memorandums and EXORDS related to auditability.
Coordinate with other parts of the organization to accomplish auditability goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
Manage and lead the program toward auditability, which includes remediating externally issued and internally issued Notice of findings and Recommendations (NFRs).
Making informed decisions on remediation efforts that are best for the program.
Performing as command audit liaison, establishing priorities, maintaining, and controlling all audit project milestones and ensure audit follow-ups are addressed.
Ensuring delays are communicated and properly mitigated for any audit conducted within the program (i.e. Government Accountability Office (GAO), the Department of Defense Office of Inspector General (DoD OIG), and the U.S. Army Audit Agency).
Performing as command audit liaison, establishing priorities, maintaining, and controlling all audit project milestones and ensure audit follow-ups are addressed and delays are communicated.
Properly mitigating for any audit conducted within the program (i.e. Government Accountability Office (GAO), the Department of Defense Office of Inspector General (DoD OIG), and the U.S. Army Audit Agency).
Serve as an Auditor Readiness Specialist, recognized expert, principal advisor, and program representative on information systems audit compliance.
Oversee the overall planning and direction of financial compliance and audit of system Information Technology.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for K - Business - Financial Management (IV Advanced) certification within 48 months of entrance on duty.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Selectees must meet position requirements for this certification at Level III within 24 months of entrance on duty.
- A Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.

In order to qualify for this position at the NH-04 grade level, your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes:
(1) Providing consultation and instruction on matters related to Financial Statement Audits and Service Organization Control Reports related to Information Technology (IT) systems; AND
(2) Managing the design and development of controls to remediate audit related issues; AND
(3) Analyzing and prioritizing audit related efforts for the program to address stakeholders needs; AND
(4) Applying implementation of AICIPA AT-C 320 and GAO yellow book guidance to develop Service Organization Control Reports.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-03 (or GS-13 equivalent).
