This position is located within the Bureau of International Narcotics and Law Enforcement Affairs, Executive Office, Grants, Acquisitions and Procurement Policy Division (INL/EX/GAPP). The Lead Grants Management Specialist plans, manages, makes decisions and recommendations that significantly affect the content, interpretation, or development of complex, long range, or interrelated policies or programs concerning federal grants and cooperative agreements.
Duties
Advises posts and awardees regarding changes in the administration of grants and cooperative agreements for projected impact upon the agency's programs or resources.
Reviews and accesses top secret information and systems during the grant management process.
Coordinates with offices in the Department that provide grants funding and assists them with identifying programs and posts that are most suitable to receive funding.
Serves as team leader, articulates, and communicates team assignments, potential program issues/problems to be addressed, project milestones, deadlines, and time frames for completion to a team of five grants specialists.
Serves as an expert and technical advisor responsible for the full range of functions related to the award and administration of an assigned portfolio of a broad array of discretionary grant awards
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must applying for the GS-14 must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using analytical and evaluative methods to recommend and implement improvements to senior officials on grant agreement program processes and systems.
Experience applying laws, regulations, policies, and procedures, governing the administration of Federal grant agreements and awards when reviewing and evaluating grants and applications.
Experience performing technical quality assurance reviews of Federal grants.
There is no substitute of education for specialized experience for the GS-14 position.
