Duties
Provide assistance to the Central Case Management (CCM) team in administering and overseeing the execution of International Security Assistance Programs such as
Foreign Military Sales (FMS), Presidential Determination and International Military and Education Training (IMET) Programs, and Cooperative Logistics.
Provide assistance to manage, monitor, coordinate, and integrate the total logistics management program for a foreign country from case implementation through case closure.
Perform financial analysis in preparation for Financial Management Reviews, Program reviews and for Letter of Offer and Acceptance (LOA)/Modifications/Amendments.
Perform such tasks as LOA close-out, funds control, funds recoupment and management of non-standard programs for assigned country(ies) or cases.
Participate in LOA closure for assigned areas by conducting initial LOA audits and analysis.
Establish and monitor funding controls Security Assistance actions to ensure availability of program authority for requisitions.
Request and process contract amendments to cover suspended requisitions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a valid driving license.
- Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW)Certification.
- Must complete certification-related training requirements in the SC Area of Concentration (AoC) - 1 year (Basic level)
- Secret clearance required
- Travel for business required up to 20%

Specialized experience at the GS-07:
One year of specialized experience at the GS-05 in the Federal service or equivalent, which includes:
1) Supporting logistical data bases to input, manipulate and extract required data to determine cause of problems; and
2) Supporting financial data bases to input, manipulate and extract required data to determine sources of problems.
OR
1 full year of graduate education in a field directly related to the work of the position or superior academic achievement.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-5).
Specialized experience at the GS-09:
One year of specialized experience at the GS-07 in the Federal service or equivalent, which includes:
1) Supporting logistical and financial data bases to input, manipulate and extract required data to determine cause of problems; and
2) Managing, monitoring, coordinating, and integrating a logistical management program from case implementation through case closure; and
3) Establishing and monitoring funding controls actions; and
4) Coordinating financial operations for supply programs including operations such as packaging and shipping items.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-7).
