About the Position:
This is a TERM position not to exceed 13 months. May be extended and/or made permanent with no further competition.
This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active duty service, recovery from a compensable injury, or return rights based on an overseas tour.
Duties
Interact on behalf of the Child and Youth Program Manager with the Joint Family Programs Office (NGB-J1) for joint Child and Youth Program actions.
Coordinate and interact with Installation Management Command (IMCOM) and various external organizations for Community -Based Child Care, Army Teen Panel and Army-enterprise Child, Youth and School Services (CYSS) programs.
Provide assessment of systems/programs that support goals and objectives and lead to the development of strategic and tactical plans.
Serve as Trusted Agent and Alternate Contracting Officer Representative (COR).
Integrate state-level program reports with National Guard objectives regarding child and youth services.
Responsible for performing analytical and evaluative work in a wide range of functions involving planning, programming, execution, and program analysis.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Will Need Tier 3/Secret Clearance with Child Care Investigation for Noncritical sensitive position for security clearance.
- Will be required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually thereafter.

SPECIALIZED EXPERIENCE: One year of specialized experience with includes measuring the efficiency of programs to meet operational requirements; gathering and analyzing data to identify systematic problems; developing tools, methodologies and/or techniques to perform policy and program analysis; and developing and implementing training for a program accreditation process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
