The primary purpose of this position is: To serve as Wing Civilian Personnel Manager for the 480th Intelligence, Surveillance, and Reconnaissance Wing (480 ISRW). Responsible for a wide-range of management advisory services regarding Civilian Personnel Programs across the globe consisting of six geographically separated ISR Groups and 23 subordinate squadrons. Provides Human Resource (HR) assistance.

Duties

Advises Wing Staff, commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide-range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. Serves as the primary point of contact (POC) for Civilian Personnel services involving position management, staffing, placement, and classification. Wing Inspection Team (WIT). Civilian Development and Training Manager. Responds to employees and supervisors questions regarding training opportunities, ETMS or applicable system issues, and other training related subjects.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification; knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions and Civilian Automated Training Input Program (CATNIP); knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements; and knowledge of budget regulations and procedures to administer civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge utilizing DoD/civilian personnel support systems (including Defense Civilian Personnel Data System (DCPDS), Business Objects, Performance Appraisal Application (PAA), Compensation Work Bench (CWB), DCIPS Payout Analysis Tool (DPAT), and Data Extract Creation tools etc.) and have the ability to manipulate associated databases for data entry, data integrity, and data retrieval. 2. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification. 3. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions. 4. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements. 5. Skill in conducting detailed analyses of complex civilian personnel functions and work processes and ability to develop new or modified organizational work methods, processes, and/or procedures to improve organizational efficiency/productivity. 6. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing while protecting classified information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
